I dont know what happend to your rod because mine is like pressfit in the hole, i have to take a rubber hammer to get it out of there....
there's no specific hole for the spring and balls... they are only there to make a pressure on the u-turn cap so it makes that clicky noise when you're turning it...

I wasnt sure about the handle bar made spacer.... but after thinking about it, you sure can....
yes, when i unscrewed the bottom it was the bolt around the valve...
